BoroughCon is committed to fostering an atmosphere where fans can count on a safe, inclusive, and rewarding convention experience. BoroughCon is meant to be an inclusive space for fans, with a zero-tolerance policy against harassment, groping, stalking, and inappropriate photography. Gender-based harassment doesn’t have to happen in the workplace to be unacceptable.
Harassment includes, but is not limited to, verbal comments that reinforce social structures of domination related to gender, gender identity and expression, sexual orientation, disability, physical appearance, body size, race, age, religion; deliberate intimidation; stalking; following; harassing photography or recording; sustained disruption of talks or other events; inappropriate physical contact; and unwelcome sexual attention. Harassment of any kind is unwelcome at BoroughCon and will not be tolerated.
Anything less than a total commitment by our attendees to comply with the harassment policy is unacceptable and will result in a ban from BoroughCon and, depending upon the severity of the incident, involvement of the local police.
No costume does not count as a costume. If you have questions on what is acceptable please email firstname.lastname@example.org with the subject line “BoroughCon 2018 Cosplay Inquiry”
Make sure your costumes do not contain offensive imagery. What constitutes as offensive is left to the determination of the Boroughcon staff.
Costumes associated with organized hate groups are forbidden. This includes cosplay of fictitious Nazis or Nazi-like organizations such as those from Hellsing, Tanya the Evil, Captain America, Indiana Jones, etc. Absolutely no swastika imagery is allowed.
All weapon props must be checked in to the designated weapons check areas before being brought into the convention area. These areas will be in high-visibility areas, so please keep a look out for them.
Props may be inspected at any time.
Any weapon that could seriously injure somebody is prohibited. Specifically, but not limited to:
- Functional firearms – Includes paintball, airsoft, BB guns, cap guns, or any other kind of gun that shoots a real projectile or causes a real explosion
- Realistic firearms – Any gun that could be confused for a real gun
- Prop weapons made of a hard material such as metal, wood, or glass
- Any weapon (crossbow, arrows, slingshot, etc.) that discharges a projectile
- Metal-bladed weapons
- Explosives or chemicals
- Blunt weapons like bats, clubs, or hockey sticks
- Loud props such as whistles, horns, etc.
- Water guns, silly string, vuvuzelas, or fire.
However, if a realistic firearm prop is needed for the costume contest, it must be checked and kept with staff at all times until time of the contest. After the contest it must again be checked in until leaving the convention.
Prop weapons are allowed at BoroughCon, as long as they meet the following criteria; That they are composed of cardboard, foam, or something light. Prop firearms are allowed only if they cannot be mistaken for real weapons. The barrel of all prop firearms must be covered with brightly-colored caps. Prop bows will be allowed providing all arrows have soft tips and will not be shot.
Oversized props that pose a mobility hazard are prohibited. Recommended dimensions for props are less than six feet in any direction.
Overweight props that pose a danger to persons or property if dropped are prohibited. Recommended weight is less than 30 lbs
Any prop, clothing or armor piece must not be made of a material that can hold an edge, point, spike, or stud that can injure a passerby
Props cannot be thrown, tossed, shot, or swing regardless of its construction and functionality
Prop Weaponry Specific Rules
No actual weaponry
No “Live Steel”
Any props that have a removal pin (grenades) must have it zip tied (white or orange) or electrical taped in (white or orange)
Realistic looking grenades, bombs, mines (explosives) must have a strip of orange electrical tape visibly wrapped around the body of the device
Prop bullets and shells are allowed in bandoleers or holders but they cannot be inserted weapons loaded into magazines or clips even if either one are NOT inserted in a firearm prop
Empty shell casings are allowed, de-commissioned or de-millepede bullets still in the casing are not
Firearm Prop Specific Rules
No actual bullet firing weapons are allowed
No functional projectile weapons/toys that are modified into props are allowed
Disabled projectile weapons/toys that have been modified into props and are completely incapable of firing a projectile are only allowed if they adhere to they adhere to these additional guidelines
Prop Firearms with a Realistic Silhouette
A Safety/Blaze orange tip is required
The barrel must be plugged
The triggers must be peace-bound with a white or orange zip-tie
Pistols with removable magazines cannot have them inserted
Prop Firearms with a Non-Realistic Silhouettes
A Safety/Blaze orange tip is required
The triggers must be peace-bound with a white or orange zip-tie
If no trigger exists, a zip tie must be secured through the trigger guard
Bows and crossbows cannot have tension bearing strings
Prop weapons will be allowed into BoroughCon at the discretion of BoroughCon staff and uniformed security personnel. Safety is paramount, and we will always err on the side of caution. There will be no place to store prohibited weapons on-site. If you have a weapon that is prohibited, you will be escorted from the building and not allowed back in with the weapon.
Please use common sense! We are trying to create a safe space for everyone.
Panel Rooms Policy
Larger panel rooms that hold Q&As with celebrity guests will be cleared after each panel. No cutting in line. No holding spots in line for others. Please look for signage at the convention denoting which rooms will be cleared after panels.
Professional Photo Op Policy
Lines for photo-ops start 30 minutes before the scheduled start time. Lines will be created by BoroughCon staff. Any lines created prior to 30 minutes before the scheduled photo-op start time are not “official” and will not determine your place in line.
Please have your photo op ticket ready while you are in line, BEFORE you enter the photo-op room.
When you are in the photo-op room, personal photos and videos are strictly prohibited.
If you have items that you do not want to be in the photo, please place them on the designated table when you enter the photo-op room.
If you want to do a special pose, please be prepared before entering the photo-op room. The celebrity guest has the right to refuse to participate in a special pose.
Please remove glasses; they can reflect the lights and potentially ruin your photo.
Be respectful to all celebrity guests in the photo-op room, and please be respectful to other fans while in line. Try to move quickly through the line as there are other people waiting behind you. Do not ask for autographs or give gifts to the celebrity guests in the photo-op room. Guests are scheduled for autograph signings and Q&A sessions separately, this is to be fair to everyone and to make sure that all attendees have a great experience.
Photos are for personal use ONLY. They are subject to copyright and cannot be sold to a third party or altered in any way.

Photo op tickets are sold separately from autographs. Autographs can be paid for at the guest’s autograph booth. Photo op tickets will be available for purchase in advance until a specific date and then will only be sold at the photo op ticket booth onsite.
Up to four people can be in each photo with one photo op ticket.
HAVE FUN! Celebrity guests are all nice people and are happy to be here, so relax and remember to enjoy yourself!
VIP Pass & Special Guest VIP Pass Policy
The VIP pass is good for admission to all three days of the convention.
The VIP Package includes:
- A collector’s VIP badge
- Collector’s lanyard
- An exclusive limited-edition art print
- Swag from our vendors, TBD.
VIP Pass holders also get an hour early access to the Merchant hall prior to show open on Friday to Monday, they get to cut the line for professional photo ops, and they have access to special VIP-only rows for select panels.
ALL VIP PASS HOLDERS must be in the photo op and panel lines at least 10 minutes BEFORE the scheduled session or panel begins in order to be considered for early entry.
ALL STAFF MUST BE 18 OR OLDER
- We ask that all Staff work a minimum of one full 5 or 6-hour shift.
- We prefer all Staff work at least 1 Saturday shift. Saturday is our busiest day and we will need all the help we can get, so anyone who is able to work a shift on both Saturday AND either Sunday or Monday will get preference. If you have special scheduling needs, and are only able to work Friday and/or Sunday, please note this on your application.
- All Staff must wear their name badge while in the convention center or while working any pre-con events.
- Staff are not allowed to carry cameras or take photos while on duty.
- Staff shirts are to be worn during the work shift at all times. They are not to be worn inside the event after your shift ends, but they are yours to keep after the event.
- All Staff should wear appropriate clothing and footwear. Please refrain from wearing torn or dirty clothing or open-toed shoes. Comfortable walking shoes are best, as most Staff will be doing a lot of standing and/or walking.
- We ask all Staff to act in the best interest of BoroughCon by respecting attendees and fellow staff, as well as promoting a safe and healthy environment. Please familiarize yourself with the Harassment Policy.
- Staff must refrain from any deliberate acts that may create a dangerous or unhealthy situation during the show. This includes, but is not limited to, the use of illegal drugs, consumption of alcoholic beverages and assaulting, threatening or disregarding the safety of an individual. Anyone who might be under the influence or is exhibiting dangerous or risky behavior, will be reported to security immediately.
- Staff are not permitted to use their Staff status to promote or conduct personal business. Anyone caught doing so will be escorted off the premises and have their badge/wristband revoked.
- The Green Room is OFF LIMITS to all staff. If you are escorting a celebrity guest to the Green Room, your duties end at the door.
BoroughCon is committed to supporting our fantastic exhibitors. As such, counterfeit items, bootlegs, knock-offs, or other pirated items are not welcome at BoroughCon. If you see something, please report it to an BoroughCon staff member. Exhibitors selling counterfeit items may be removed from BoroughCon, banned from future events, and risk criminal prosecution.
All tickets gain entry to BoroughCon
Children 6 and under get in FREE when accompanied by a paid adult.
Tickets will be cheaper before the event than during the convention online and onsite. Onsite pricing begins at 5 PM on the day before the event, so grab your tickets early to save.
Tickets are non-refundable and include NYC sales tax.
We know that a convention is about having a good time, but for our attendee’s safety, disruptive behavior will not be tolerated, such as fighting/sparring (fake or real, including sword swinging), heckling, impeding traffic flow, offensive behavior, failure to observe basic hygiene, public inebriation (or similar intoxication), or any other failure to follow the rules.
BoroughCon can and will take action against any type of disruptive behavior, even beyond the behaviors mentioned. Attendees that cause these types of problems may be warned, asked to leave, or, depending on the severity, even face inquiries from the police.
Attendees of BoroughCon attend at their own risk. BoroughCon takes no responsibility for any damages incurred to property or person of guests, artists, dealers, or attendees. Smoking is not permitted inside any buildings. Offensive or revealing attire is not permitted. No costume is not a costume.
BoroughCon takes no responsibility for lost items. All lost items are immediately will be immediately turned in to the Brooklyn Expo Center’s Lost and Found. Please contact a staff member if you have lost an item.
BoroughCon is an all ages event, and as such prohibits extremely revealing costumes and attire. A good rule of thumb is full-coverage bikini top + shorts for women and shorts and shirt for men.
Due to safety issues, roller skates, bare feet and stilts are prohibited at BoroughCon. Blocking doorways or heavy traffic areas for any reason not limited to photography. Dancing, standing with an expensive costume in a crowded area and other obstructions is strictly prohibited.
We encourage all guests to bring their kids or young friends without having to worry about adult programming or material in the Exhibit Hall. Programming with stronger language is marked by a square and ‘language advisory’ in the program book and app.
However, the convention space will become very crowded and it is recommended that an adult accompany all minors at all times. There is no convention-wide public announcement system, so please keep an eye on children! If you should have a problem with a lost child, please contact any Staff member or the Information Desk and they will help in any way they can.
By entering BoroughCon, all attendees agree to have their photos taken by BoroughCon Staff for promotional purposes. BoroughCon agrees not to use the photos in any other manner besides promotion and not to sell the photos to any third party.
Photography is allowed and encouraged at the convention! However, if someone does not wish their picture to be taken, refrain from photographing them. Also, if you need to take a picture, be quick about it and do not block hallways or entrances. There will be opportunities all weekend for anyone to have their picture taken by our convention photographer(s), so don’t worry about catching everyone’s picture!
Photographers are asked to not set up any lighting structures or backdrops that are not immediately portable. Photographers may be asked to move these structures due to traffic flow at any time.
Please refrain from using photographic devices in any showing room or main movie presentation. You are welcome to take many pictures during events such as the cosplay contest and opening ceremonies!
